We are brokers. What does that mean for you? We represent every single health insurance company in NY and 5 other states. It also doesn’t matter to us if you pay $0.00 a month or $2,000 a month we get paid the same from the insurance companies. We would rather make you so happy that you tell your friends then get you a more expensive premium.
Small Business
We help small businesses (1-50 Employees) offer Health Insurance to their employees that the employees would consider a benefit, won’t break the bank, and keep you in compliance with all state and federal regulations. We are especially good at helping 1-10 employees navigate through all the rules that can help and confuse the already taxed small business owner.
Individual Insurance
At last update to this website we have over 700 individuals through the NYS Exchange and otherwise. With insurance ranging from: Medicaid, Essentials Plans, Child Health Plus, and 100’s of thousands awarded in the “APTC” Advance Premium Tax Credits we can help with anything you can throw at us.
Medicare
There is nothing seniors hate more than CHANGE!!! However, with the Baby Boomers either retiring early or turning 65 this transition is inevitable and can cost way too much and be extremely confusing. We can help you with getting Part A, Part B, Part C and Part D. We do NOT charge at all for our services and are more concerned with you getting what insurance you need when you need it, rather than just getting paid.

About our founder
HIS Foundation was started as a way for Pasquale (Pat) LaBarbera to self-support himself while doing Christian missionary work in Ukraine.
Pat started his business career working three and half years for Paychex in Rochester and Colorado. He then returned to Rochester as the Regional Manager for Paychex's larger competitor ADP. After 3 more years in this position, Pat started HIS Foundation in 2004 as a way to self support himself as a Christian Missionary in Ukraine. For the last 17 years and counting he has taught International Economic and Medical Triage in Ukrainian Universities, planted churches, started English schools, and done free medical clinics in remote Russian speaking villages. This while always maintaining the agency and returning to American every year for open enrollment.
